Open your image in Photoshop.
Go to Filter > Camera Raw Filter.
Open the "Light" panel and apply the following settings.
Open the "Color" panel and apply the following settings.
Now, open the "Effects" panel and set the Clarity to +5.
Open the "Curve" panel, select the Parametric Curve and apply the following settings.
Still in the "Curve" panel, select the Point Curve. From the "Point Curve" dropdown menu select "Strong Contrast".
Open the "Color Mixer" panel and apply the following settings.
Lastly, open the "Detail" panel, set the Noise Reduction to 20 and click OK in the Camera Raw window.
